MINUTES OF THE ROAD COMMITTEE

WEBSTER PARISH POLICE JURY

October 5, 2021

 

MEMBERS PRESENT: Steve Ramsey, Chairman; Steve Lemmons, Vice-Chairman; Bruce Blanton, Randy Thomas, Jim Bonsall, Nick Cox, Vera Davison, Beverly Kennon and Bernard Hudson, Ed Jordan and Daniel Thomas ABSENT: Allen Gilbert

 

Mr. Steve Ramsey called the meeting to order and asked Mr. Nick Cox to open the meeting with prayer. Mr. Steve Ramsey asked for additions to the agenda.

 

Mr. Ed Jordan moved, seconded by Mr. Randy Thomas to add a Resolution from the Village of Doyline to the agenda. Motion carried unanimously.

 

Mr. Chris Bagwell, Permitting Officer presented a report to the jury on Logging and Heavy Equipment Use permits that were issued from the parish in September 2021. Mr. Bagwell also reported on adjudicated property in the parish. We currently have 230 properties that have been adjudicated to the parish. Discussion followed on getting a listing of those each month to see when those properties can go up for sale by sealed bid.

 

Mr. Steve Ramsey led discussion on Maxie Road. A landowner is tracking dirt on the road. Teddy Holloway will go look at the road and address the issue with the landowner.

 

Mr. Steve Ramsey led discussion on Franklin Road. There has been more damage to the road. Teddy Holloway will take pictures and access the damage. The contractor will be possibly invoiced for the repairs.

 

Mr. Ed Jordan moved, seconded by Mr. Bruce Blanton to approve to advertise for Road Material Bids for 2022. Motion carried unanimously.

 

Mr. Randy Thomas moved, seconded by Mr. Nick Cox to approve the Road Department employees to help with an endeavor at Camp Minden Staging Area. The materials will be provided by Camp Minden. The equipment and labor from the Webster Parish Police Jury. 10 YES, 1 Absent, 1 NO (Ed Jordan) Motion carried.

 

Ms. Vera Davison moved, seconded by Mr. Jim Bonsall to approve the Cell Phone Policy per Travelers Insurance. Motion carried unanimously.

 

Mr. Ed Jordan moved, seconded by Mr. Bruce Blanton to approve a Resolution from the Village of Doyline to purchase mowing equipment for the village for right of way cleaning using Municipality Funding. Motion carried unanimously.

                                                                          MINUTES OF THE ENVIRONMENTAL COMMITTEE

WEBSTER PARISH POLICE JURY

October 5, 2021

 

MEMBERS PRESENT: Randy Thomas, Chairman; Steve Ramsey, Vice-Chairman; Bernard Hudson; Ed Jordan; Vera Davison; Steve Lemmons; Bruce Blanton, and Jim Bonsall.

 

 

Mr. Randy Thomas called the meeting to order and asked for additions to the agenda.

 

Mr. Randy Thomas asked Mr. Patrick Jackson, Parish Attorney to update the jury on the sale of the landfill. Mr. Jackson explained the process of the sale of the landfill. Mr. Jackson said everything is running smoothly on the title work. The transfer should be complete within 30 days. Station wasn’t in the sale of the landfill. Mr. Daniel Thomas led in discussion of how that will affect the parish after the sale is complete. Mr. Jackson will report back.

 

Mr. Ed Jordan moved, seconded by Ms. Beverly Kennon to approve a sign being put on the gate at the Sarepta Transfer Station in reference of the operator/hours changes in the future. Motion carried unanimously.

 

Mr. Jim Bonsall moved, seconded by Mr. Bruce Blanton to approve to advertise the Sarepta Transfer Station operating hours when the Webster Parish Landfill sale is finalized. Motion carried unanimously.

MINUTES OF THE FINANCE COMMITTEE

WEBSTER PARISH POLICE JURY

October 5, 2021

 

MEMBERS PRESENT: Nick Cox, Chairman; Jim Bonsall, Vice-Chairman; Bruce Blanton, Allen Gilbert, Randy Thomas, Bernard Hudson, Steve Lemmons, Beverly Kennon, Vera Davison, Steve Ramsey, Ed Jordan and Daniel Thomas

Absent: Allen Gilbert

 

 

Mr. Nick Cox called the meeting to order and asked for additions to the agenda. 

 

Ms. Vera Davison moved, seconded by Ms. Beverly Kennon to approve the August 2021 Financial Statement, Check Register and Bank Reconciliation. Motion carried unanimously.

 

Mr. Nick Cox presented the Financial Reports for the Month of September 2021.  The reports will be approved at the November Meeting. 

 

American Rescue Plan Act was discussed. The jury will vote on budget line items at a later date.

 

Mr. Bruce Blanton moved, seconded by Mr. Ed Jordan to approve the Annual Renewal of the GL, Property and Fleet Insurance effective October 2021-October 2022. The total premium is $476,217.00 approx. $10,000 increase from last year. Motion carried unanimously.

 

Mr. Jim Bonsall addressed the jury about reaching out to local banks/investment companies after the sale of the landfill is complete. Discussion followed.

MINUTES OF THE REGULAR MEETING

  WEBSTER PARISH POLICE JURY

                    October 5, 2021

 

MEMBERS PRESENT:  Jim Bonsall, President; Nick Cox, Vice President; Steve Lemmons, Steve Ramsey, Randy Thomas, Beverly Kennon, Vera Davison, Bruce Blanton, Ed Jordan, Daniel Thomas, and Bernard Hudson

Absent: Allen Gilbert

 

 

BOARD OF REVIEW:                    To sit as a Board of Review of the 2021 assessment of real and personal property of the Parish of Webster, State of Louisiana:

  1. Covia Energy, LLC Assessment # 128398C
  2. Covia, Assessment #133800, #134369, #134617

 

There was no additional protest presented to the Board of Review.

 

Ms. Denise Edwards, Assessor presented information on the protests filed.

 

Mr. Patrick Hopkins a representative from Covia was present to report on the protests filed for Covia Energy, LLC and Covia.

 

REGULAR MEETING CALLED TO ORDER:

 

Mr. Jim Bonsall called the meeting to order and asked Mr. Nick Cox to open the meeting with prayer. 

Ms. Vera Davison led in the Pledge of Allegiance.

 

Mr. Bonsall then asked for additions to the agenda.

 

Mr. Steve Lemmons moved, seconded by Mr. Ed Jordan to add Board Appointments, Resolution 010-2021 and Sarepta Transfer Station to the agenda. Motion carried unanimously.

 

There were no comments from the audience concerning the agenda.

 

Mr. Bruce Blanton moved, seconded by Mr. Randy Thomas to approve invoices for payment pending review by juror Allen Gilbert.  Motion carried unanimously.

 

Mr. Steve Ramsey moved, seconded by Ms. Vera Davison to adopt the minutes of the September 7, 2021 Road Committee, Environmental Committee, Building and Grounds Committee, Finance Committee, and Regular Meeting and the September 10, 2021 Special Meeting. Motion carried unanimously.

 

A report of the Board of Review and the Certification of the 2021 Assessment of Property of Webster Parish was presented by Ms. Denise Edwards, Assessor. Mr. Nick Cox moved, seconded by Mr. Ed Jordan to approve the Certification of the 2021 Assessment of Property of Webster Parish and to forward to the Louisiana Tax Commission that there were two protests. The Jury will uphold the assessment as presented. Motion carried unanimously.

 

Mr. Randy Thomas moved, seconded by Ms. Vera Davison to approve Board Appointments for Evergreen Fire Protection District: Appoint Kevin Miller, Chairman to fill the unexpired term of Randy Crittenden term ending 12/31/2022. Motion carried unanimously.

 

Ms. Beverly Kennon moved, seconded by Mr. Bruce Blanton to approve the Annual Off System Bridge System requirements for 2021, Ordinance #856 amended, and resolutions. Motion carried unanimously.

 

Mr. Ed Jordan moved, seconded by Mr. Daniel Thomas to approve Webster Parish Police Jury Resolution 008-2021 designating signature authority for Louisiana Development Block Grant for Water Improvement. Motion carried unanimously.

 

Mr. Steve Ramsey moved, seconded by Mr. Bernard Hudson to Amend Ordinance Chapter 5 Special Event Permits to add: $500 fine for failure to comply with requirements in said ordinance adopted on May 4, 2021. Said fine to be assessed to event participants including but not limiting to event host and landowner.  Motion carried unanimously.

Mr. Nick Cox moved, seconded by Mr. Bruce Blanton to approve to move forward and advertise for a Public Hearing for the Local Healthcare Provider Participation Program. Motion carried unanimously.

 

Mr. Randy Thomas moved, seconded by Ms. Vera Davison to approve Webster Parish Police Jury Resolution 009-2021 to approve holding an election in Evergreen Fire Protection District Claiborne/Webster Parishes, Louisiana, on Saturday, March 26, 2022, to authorize the levy of a special tax therein. Motion carried unanimously.

 

Mr. Ed Jordan moved, seconded by Ms. Beverly Kennon to approve Board Appointments for the Webster Parish Convention and Visitors Commission Commissioners. Reappointment of Nickey Patel, 1/1/2022 to 12/31/2024 and Sara McDaniel, 1/1/2022 to 12/31/2024.  Motion carried unanimously.

 

Mr. Steve Ramsey moved, seconded by Mr. Randy Thomas to approve Webster Parish Police Jury Resolution 010-2021 Louisiana State-Local Government Opioid Litigation Memorandum of Understanding. Motion carried unanimously.

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting held earlier today. Motion carried unanimously.

Mr. Nick Cox moved, seconded by Mr. Steve Lemmons to approve the action taken at the Finance Committee Meeting held earlier today.  Motion carried unanimously.  

 

Mr. Jim Bonsall then gave Presidents’ closing remarks.
